The cost has to do with the tattoo itself. Size, detail, placement, color. All that good stuff. Go to the place you plan on getting it done and talk to the artist about it. He'll be able to give you a price range. I have two on my chest, and they weren't that bad, so I'm assuming the lower back would be a piece of cake. I wouldn't know for sure though.

If you're looking to get a tattoo, the issue of cost is obviously going to come up. Tattoos can be rather pricey, but choosing an artist should never be determined by price. Quality artwork is going to cost more, so very low prices should raise a big red flag.
You should never haggle over the price of your tattoo with your artist. However, you can let them know what you have available in your budget for your artwork and most will be happy to work within those limits. Going for the bargain basement price will get you a bargain basement tattoo.

OK prices vary and SHOP AROUND look for clean & professinal!
This is art babe! Find what you want and who you want.
Approx $40-70 depending on color, size and details.
Oh yes it hurts, but it will numb out as you get it. Don't drink booze or take aspirian before hand- these are blood thinners.
Its the itchy, sweaty, healings scabs that got me! Lots of gauze and neosporian.

It depends on the place. Most places have a minimum charge (like $60-80) and then charge by the additional hour of work. I have one on my spine (below where my bra sits) and it hurts but its tolerable, depends on your pain threshold (mines pretty high).
