Think about this.

Bill Clinton did little or nothing about OBL and Al Q for 8 years.

The training took place in the US (and elsewhere) during the Clinton Administration.

Much of the US intelligence operations in the Middle East was eliminated during the 90's.

Communications between the FBI and CIA was cut by... guess who.

Were they deliberately involved? I think not. Were some negligent? Probably. Were they prevented from doing their job? Definitely

No, I do not. Though I do believe we knew about Osama for many Years and should have done something about him long before it got to that. There may have been threats, but let's face it, there are lots of threats to America, there are Muslims chanting death to America all the time and if we responded to that every time it would be overkill by far.
