Depends by your need. This question is like "Whats the best airplane" ...

you can look at a LASER/INK JET printer which cost 200 USD, speed 15 ppm, and the ink good for 100 prints or the toner is good for 4,000 prints and Drum Unit for 20,000 prints.

But maybe you want a color LASER which cost 3000 USD, speed 30 ppm full color letter size, every color toner good for 10,000 prints, Drum Unit good for 200,000 copies plus Duplex (can print 2 sided) + Network Interface.

or

a Black&White LASER printer which cost 20,000 USD, speed 50 ppm, toner good for 34,000 prints, Drum unit good for 500,000 prints + sorter+mail boxes+5 paper drawers (500 sheets each).

so ...
depends by :
- your needs in terms of prints (B&W or color, monthly volume)
- budget (keep in mind you have to pay for hardware and consumables = ink, toner).

My first consideration, the cost of running, that is, the cost of cartridges. My current per cartridge cost is $0.76, against the printer manufacturer $12.00. NO, this is no typo, 15 times cheaper. My current printer is an Epson 320 Photo Printer, using a "Continuous Ink System" . This system cost $85.00, including 600ml of ink, equivalent to 46 cartridges, which would have cost $550 at Epson prices. Almost, run the printer at a profit.!!! As I am in UK, difficult to tell you where to go, I'd look for "Continuous Ink System " on yahoo first, see which printers (mainly Epson, and a few Canon) you can get a Continuous Ink System for, then find your printer from the list you create, then pick your printer on price. My Epson 320 is fine, I can print photos and CD's without fuss.

What kind of printer do u want? Office, business or home printer?
I prefer HP printers. More efficient and safe cost compare to Canon printers. Affordable for students with good performance and high reliability. The ink also easy to get in the market. =)
Mine is HP Deskjet F380.

Depends on the features you're looking for.

After doing a lot of research and really wanting good photo quality, I picked up an Canon Pixma iP6600D printer for under $165 after mail-in and instant rebates.

The best thing about this one is that it has 6 distinct color cartridges with LED indicators to let you know when one is low. The more separation of colors you have, the more ink and money you save in the long run when it comes to replacement. My brother has the HP 8250 (the iP6600D's main competitor), and this Canon kicks it's rear in photo quality and cost, though it's a tad slower. However, it prints a 4x6 photo at the highest quality in less than 30 seconds. And when I set text to high-quality settings, I haven't noticed any smearing or smudges (though I use quality paper).

Not sure if you're looking for a photo printer or not, but this one is as good as it gets right now for the price. It also has the largest LCD screen for under $200.

Here's a good place to start:
