They are two very different communities, each very special in its own way.
Montreal is mostly English-speaking, although it is in Quebec. It's a very large, very vibrant city, with much happening in the arts and culture field.
Winnipeg has a french-speaking community across the River, but also has a large Ukrainian community. Winnipeg's history is centered around the forks of the Red River, and today that history is celebrated in a living recreation of the fur trade days. Winnipeg is located on a flat plain, surrounded by miles and miles of wheat and canola fields (canola, by the way, is the oil of choice for bio diesel fuel).
Because of the cold winters in Winnipeg, there is a vast underground community, with blocks and blocks of subterranean shopping malls, so it isn't necessary to go outside during the worst of the weather. It's quite unique in its own way. There is a wonderful outdoor theatre, the Rainbow Stage, which produces Broadway hits during the summer. Near Winnipeg are many lakes, which are noted for fishing and other aquatic sports.
So which is the best depends entirely on you. They're both great places. And of course, you are free to explore any of Canada's many interesting and unique cities, while you search for the one that pleases you best.

I live in Winnipeg and I think it's great. In the summer, there's a ton of festivals in the city and just outside of the city. Our night life is pretty good too. Our winters are cold, it can get around -50c with the windchill but you just have to learn how to dress for it. I've lived here pretty much my whole life, with the exception of moving away for a year to work in Alberta. I plan on moving back to Alberta one day but Winnipeg suits me just fine for now. Our new mayor is doing a good job and there's lots of work available in pretty much every industry. E-mail me if you have specific questions or want to know more.
