Hi there,

The @ sign does mean " at", but not in all situations. I have seen it misused in grammatical places where it really does not belong. Basically, in computer land, it means " at", but, some lazy folks use it in formal writings and correspondence. This symbol has its place only in quick and short notes or jottings down.
