It's a collection, almost like home owners association dues, to pay for certain benefits for your neighborhood. Generally, mello payments refer to new construction in new neighborhoods. They usually needed extra money to pay for parks, grass areas, trees, walls, whatever.

its a tax, to build infrastructure within a community because the builder didnt pay it
