Steelers went 11-5 last year, but this year there is no Bettis, and Roethlisberger's busted face will undoubtedly hamper him. Like any SuperBowl team, they have lost players to free agency, most notably Randel El. I see them as a 9-7 or 10-6 team this year. Pittsburgh's divisional opponents will be tough this year (Cleveland, Cincinatti, Baltimore with the addition of McNair).
Cowboys have added Owens, LB Akin Ayodele, Guard Andre Gurode, Tackle Jason Fabini, Guard/Tackle Kyle Kosier, and kicker Vanderjagt. Julius Jones will be one year better. They should improve to 10-6 or 11-5. They should do well in their division, as the Giants, Eagles and Redskins hardly look like powerhouses.

Wow, that is a really intriguing question. The Cowboys might well be the best team in the NFC (we'll see) and the Steelers might be the best team in the league (as they were at the end of last season). Both have very tough schedules, although the Cowboys appear to have more competition in their division, so that probably gives the Steelers the advantage. The Cowboys could win 10-13 this year, while the Steelers should win 12-14.
I would not be surprised if either or both teams reach the Super Bowl this season.
[Edit: The Steelers return almost all their starters, and Roethlisberger seems, miraculously, to be completely recovered from his accident, and from last season's injuries. Without injuries last year, the Steelers would have finished closer to 2004's 15-1 record instead of 11-5. I wouldn't discount either of these teams.]

The Steelers will win more games, but it will not help them win a Super Bowl. Dallas is going to be playing in the hardest division in the NFL. Dallas will lose 6 games but they will be prepared to win a Super Bowl. I think the Steelers will win 12 games although they don't have Jerome Bettis anymore. The Cowboys have such a complete team that anything less than a spot in the NFC Championship will be a disappointment.

I think they will both go 12-4. But I think the cowboys will win their division with a 12-4 record.
The Steelers will finish second to the Bengals with a 12-4 record.
I also think the Cowboys have a better chance of going 13-3. So to answer your question,
Cowboys will probably win more games this year.
