Would your choice of where to go in time be effected by the availability of health care (for example being able to have anesthesia for sugery or dentitry )?
Would you want to visit the future or the past as a:

# 1 - 'fly-on-the-wall' observer
or

#2 - as a person who actually can interact with others?

I would want to go to Willoughby from one of the Twilight Zone episodes - it's one the favorite episodes for my husband and I - it appears to be set in the mid 1800's - has the big front wheeled bicycle and the two little ones in the back, gazebos, women with corsetted and hooped victorian gowns and umbrellas, trains for transportation, and children with bamboo poles heading out to fish, couples walking hand in hand - all is calm and peaceful - serene - it's an inside joke for us when life seem to be stressful, we just say "let's take a little train trip to Willoughby"!

As to your actual question, I would love to be a fly on the wall observer at all stages of time, past, present, and future in a variety of situations (as long as a fly swatter wasn't near by!).

I would love to go back yo Ancient Egypt preferably to interact with others. What an amzing society they had. Probably around the time of Seti 1 or his son Rameses 2.
As for will we ever solve Time Travel - I hope so but proably not in my lifetime unfortunately.

if i could travel thru time, i'd like to go to easter island and witness the making of the easter island statues, it's such a great mystery. health care availability is the last thing i'd think of when choosing a place to go to. i'd rather be just an observer, coz personally, why would we change history? i truly believe everything happens for a reason, and nothing better could happen than what has already happened.
