Because of the pigeons that do what pigeons do all over everything and evryone. The owl preys on them and they keep them away. You need to move the owl decoy or the pigeons catch on he isn't any harm. Pellet guns work much better.

pigeons are a source of food for owls,and they like to perch and nest on buildings.So to scare them away and keep pigeon poo off of the buildings,they place a fake owl on top.
