The Boot? It covers the axle and tie rods. Keeps water from getting into the steering mechanism.

Constant velocity axle. You just see the rubber which is over the axle cage which is filled with grease and actually has several big (about 1" diameter) metal ball bearings in it.

it's a cv boot, and if it's torn u probably do or soon will need a new cv joint.
