Don't tell me it can't be done. If it were, then how are things "digitally remastered"? There are algorithms that can do it im sure, but i have no clue where to look.

I've seen the police software where they zoom in on stuff in pictures and enhance it until it's nice and clear and they can read words and stuff. So it is possible to improve resolution.

What i want to know is what program (freeware, if possible) improves the resolution/quality and saves the improved version as a video file.

It can be done with analog videos if the device you're using to copy them to the computer is sensitive enough.

But it can't be done with digital videos. Well, you can resample the video which will make it a higher resolution, but all that resolution will just be wasted with blurring.

Much of what you see on TV or in the movies are either exaggerated or based on a high-resolution camera. Although the picture viewed appears to be a wide area screenshot, the camera is taking the picture at such a high resolution that zooming in with clear focus is easy.

For example, if I take a picture with my 1.3 megapixel cell phone, I'm not going to be able to view a license plate of a car sitting 50 yards away, regardless of the high-tech software I might be using. But if I had taken the shot with a 6 megapixel camera or high-quality 35mm film, I'd have a much better chance. The picture can only be as good as the camera.

Now there is software that can magnify digital zoom better than others, but a lot of it is still guesswork on the part of the software once it goes beyond the capabilities of the camera. The difference between mediocre and high-end software is enough to get you a bit further, but it's not going to magically form details that don't exist. In addition, you're not going to find anything like that for free, let alone as a download on the net.
