No, he is not a real Nascar driver. But in the movie he has the same number (26) as Nascar driver Jamie McMurray. (They filmed the movie before the #97 changed to the #26.)

No just fiction. I think Darrell Waltrep was fishing around that story "Talladega Nites" a couple years ago. But I don't know for sure who ownes the rights to the story.
