I guess it's a cultural thing. I've noticed that some nations tend to be louder than others. Italian and Spanish tourist groups are a lot louder than groups of other nations. I think it's a matter of culture.

They feel like they were silanced for so long theyhave to make up for it now lol. Actualy its doe to the fact their mama's yelled to much at them when they were growing up that it just grew on them

I have noticed it, too. Perhaps they have been put down in society for so long they feel they have to be tough and prove themselves by being loud and gruff.
