right click the nortons fire wall in the taksbar click on disable then right click it again and click on exit
click on start/run
type in the box
msconfig
click ok
then click on startup tab
then un-tick every box that has nortons in
then click on services tab and un-tick every box that has nortons in
then click apply & ok
the pc will have to be reset
when your back at the desktop a system box will pop up
tick the box dont show this again then click on ok
then click on start / control panel
click on add/remove programs
look in the lists for nortoms firewall
click on it once
then click on the remove tab
when nortons firewall has been uninstall
click on my computer icon
click on the (c ) drive
go in to program files
if there is a nortons firewall folder right click on it and click delete
then close off the open windows and
empy the recycle bin
then nortons firewall and all the nortons firewall files have gone

You do not mention which version you are using.
If you want to keep Norton but close the firewall - try opening Norton (right-click on its icon) and carefully checkout the options. Keep your eye on the cancel button so you don't click anything unintentionally. Try clickng help.
I have the WindowsXP firewall ON, but disabled Norton's. Two firewalls only fight each other.

Control Panel,ad and remove,run find type in Norton then delete files that show up,run Cclener click on Issues then click fix issues.When you remove programs junk is left behind this way gets most of them.

Left click Start Then Control Panel (should be on left side in XP) or settings then control panel in 9X once this opens you should see add/Remove programs. Double left click it. once this open find Norton Internet Security click on it then you should see a gray change/remove button appear right underneath. Click that and follow the prompts that come up or right click on the globe near your system clock (The time in the lower right) and left click disable.
