Try this. Go to the bulb and unscrew it, this should shut it off even with electricity present.

You can turn it off at the light switch. Here's the way it works = the power source to the light fixture is broken when you turn the switch to the off position. If it's wired directly to the breaker or to the fuse box (which means it doesn't have a switch) then you disconnect the power. Not a bad idea to do that anyway, because you never know who or how smart the person was that wired the light.

The light you're describing is a fluorescent light, and it probably has a power plug to connect it to the power source. If so, all you need to do is unplug it.

If you cant turn off the switch or get to a fuse box. I would get a rag or something and turn it. If you cant just break it or something.
