I have the same phone from verizon and the external picture only shows when someone calls and I've assigned them a display picture. The inside wallpaper, I cannot figure out if you can make it external too. It seems not, I've read the manual and gone through all the menus.

I do not have the Razr, but I do have the Motorola V710 for Verizon. Verizon is the only carrier that i know that disables features on its cellphones. V710 was originally made to support POP email and bluetooth file transfer. Verizon disabled both and instead is making people pay for those services if they want it.
So my guess is that if you cannot get it to work, Verizon disabled it.

To my understanding, the wallpaper you set for the internal is also displayed on the external.

whatever is on the inside appears on the outside, outside is only visible when activated

go into tools and settings. then display. then wallpaper. then select front wallpaper.
