I am considering Phillip Island. Also, can I do it in 4 days?

You have the option of taking the coast road which is a lovely scenic drive. I would recommend staying at Eden which is just before you get to Victoria. There is a whale museum and lots of accommodation. If you choose to go that way there are many coastal towns so you can stop when you are tired.
Driving inland the highway bypasses all the towns and cities now so the scenery is rather boring however the road conditions are better.
Either way the trip would only take 2 days.
I have done it in 1 day, but I wouldn't recommend that, lol.
Have a great trip and you will enjoy Phillip Island.

only 867 kms 11 hours drive Sydney to Melbourne then another 142 to Phillip Island

You can easily do it in 4 days. If I was you I would head to Canberra, then to Jindabyne, across the Alpine Way then back to the coast via Mt Hotham and Omeo. Down to Phillip Is and then to Melbourne. At the moment, a couple of bits of that route are through the snow, although the roads are generally clear.
