Depends on whether you think about that Literally or in Spirit.
Those from the south have already in a spirited sense. Most of the rest of the nation is already following the lead of the southern states in many areas:
Nascar is bigger than ever, Southern Rock is a definite hit and selling albums, the world loves country music, etc.
IN a civil sense like the confederate days, well no. BUT the north is not a winner anymore either. If the north wants to take credit for how the government is run today, WE from the south would love to let them take that credit! :)

I think in a since, the south has already risen. Look at our last two presidents. They were both from southern states. I think we have the two sides of a coin in that respect. One was a great President and statesman and one is a phoney bologna idiot hiding behind religion to tear apart the USA and probably the world.
Clinton may not have been able to control his sexual urges, but he did a lot of great things for our country and the world. Bush on the other had has ruined our economy, both physical and monetarily.

the south couldn't rise if their lives depended on it. are you talking about the civil war days? With the disasters in that area, I wouldn't count on it.

They could try but its not likely because they werent very orginized in the first place and they arent any better to today really. And i doubt if the north could even fight back. So it would be a bum thing to see insure it wouldt ever happen....but i guess never say never

How would they rise, what would support them money wise ? It will never happen in my life time or my grand kids period.
