My guess would be Japan. Have you seen any of their TV shows? THEY'RE CRAZY! They always have something to be extra excited about, even if it's some guy running around in a wacky costume for no good reason.

I think most of South American countries are happier than any other country ... they still follow their habits and culture along with their families, even though they have corrupted government
