we will be at his house in his room and we would get intamet but right when the fun starts he would creat an excuse to leave and i don't know what to do

there could be any number of reasons why he doesn't want to have sex. You need to find out why by asking him, it may be awkward to ask him about it but it is something that needs to be done.
It could be anything from nerves to just no interest in sex.
very often the problem won't be from him cheating or something you did, most often it is physical or mental issue.
Try the honest aproach if this is something that is really bothering you and maybe with a little understanding on both your parts you can get past............

If you are old enough to be having sex and to handle the responsibility of it and any repercussions, then I'd consider moving on.
Don't base too much of a relationships value on sex though...especially if you are a teen...that's WAY to young to have sex be such an issue...and there are going to be a lot of teens who (rightly so) are scared of it...
