You will want to contact your wireless provider to let them know the phone has been lost if you haven't already. Contrary to what some people may tell you, a warranty for a cell phone has nothing to do with a lost or stolen or even accidentally damaged phone. If you have wireless phone insurance (usually sold through the woreless carrier) it will cover replacement of a lost/stolen or accidentally damaged phone usually at the cost of a deductible.
If you know someone that has an extra phone of the same technology you can use it as a replacement (for example if your phone was a cingular gsm phone, any other cingular gsm phone). You also may be able to find used phones on ebay or elsewhere that may be more affordable than the insurance deductible and will usually be less expensive than buying a new phone outright (since the initial price was reduced in exchange for a contract, unless you are near the end of your contract you may not be eligible for an upgrade pricing).

First, go to your carrier's website and see if they have instructions on what to do if you lose your phone.

If your phone was still in warranty, they should replace it free. If not, still report it as lost so they can freeze activity on the lost phone and activate a new SIM card with your old number (If your phone used a SIM).

You can buy used phones and even new SIMs on Ebay, but you might have to buy from your carrier in order for them to give you the same phone number.

Find out which store(s) in your area carry phones for your service provider. They will sell you the phone without a new plan, but you will have to pay full price for it.

Go to the place were your plan is from.
Tell them that you lost your phone so they can switch out the SIM card (card that makes the phone work)
Buy a new phone from them.
