Most likely you are looking at treaty's with the north American Indian. If you break the statement down in pieces does it not state

Our govt's policy said that all Amer. Native tribes were each separate and could sign treaties with the US gov't for their own tribe.All of the tribes didn't have to agree on one treaty is what it means.

Native Americans' tribes are considered sovereign nations. That is why they can run casinos or have their own fishing and hunting privileges. Each tribe is like its own country.
