For just utilitarian purposes, not show, and if it's not DAGEROUSLY rusted, there's this stuff called OSPHO that will turn the existing rust into a coating, and forestall further rust. Just brush it on.

Before you start down the road to a full frame off restoration you gotta ask your self... Is this going to be one of those HEMI CUDA'S I saw on Barrett Jackson car auction? Is the car rare enough? Or is it just a temporary fix up. Simple surface rust can be wire brushed until clean primer coated and resprayed in the original color. Rusting frame also means other parts of the car need attention too! Good luck

Do you refer to "rusting" as in surface rust or "rusting" as in rotted out with holes?

Surface rust can be wire brushed (by hand or wire wheel on a drill or grinder) , primed and then painted.

Holes in your frame due to severe rust are another issue. You may need to weld metal plates to the area to reinforce it.

spray it with rust remover the scrape it off with a wire brush to get the loose rust off the frame rails then spray with a rustproofing paint.

cut out the rusty pieces and reinforce undercoating, new tin with body fill, sand prime sand and paint

If it is a Lotus, you replace it. If it's a Toyota truck, you media-blast and repaint. (and everywhere in between)
