Yes it is the rack. The piece in the rack is the inner tie rod end and they are a pain to change. Did you brake something? If you brake the tie rod you can sleeve it and weld the sleeve. Easy fix and works great!!

your talking about the rack and pinion unit,,or commonly called the rack,,this is the long piece that mounts on the firewall,,and connects to the steering link,,which in turn maneuvers your car when you turn the wheel.

It is the rack and they are notorious for going bad. I had a 96 Stratus and the rack was replaced twice in 100,000 miles.
