Paying attention to the girls who look nice is the reward for the effort it took.
If you blend in with the other drab girls, then the girl who did the work is gonna get the looks.

If you have to look like bed bait to get his attention, move on. There's a real man out there somewhere for you.
I'm plain. Born plain, and I'll die plain. I couldn't look hot if I lit my clothes on fire. But I've never had to go hunting for a date. Smile, meet his eyes, and learn to be a great listener. Be a little forward. Ask HIM out. At least, treat him like he's already a friendly acquaintance.
You are a lot more than your looks. Don't cultivate a persona that keeps a fellow's eyes from traveling above your collar!

Do what you wanna do. If you have an interest in the boy, well then, you can try getting personally close to him to talk with him more, and maybe you'll find that your "always" doesn't always apply to guys anymore than girls. Realize we're more complex than some simplified fantasy about guys. And then you may find that he likes only one part or aspect of you, and not all aspects of you, and that's his privilege. God Bless you.

Think about it. Don't you look twice at a guy when he's hot???
Same thing just twist everything around and we want the same things men want. Don't be frustrated at him for this. Being your self is ok but if you want to attract someone then you have to do what they like and if you are tired of doing what they like then move on to someone else or find someone who lets you be you.

Well, unless you plan to look really hot 24/7 for the rest of your life, I suggest you seek the attention of someone who is more mature and less shallow.
Physical appearance is very important, but if that is all he is interested in, as soon as he sees someone else who looks hotter, you're history.

Maybe he really likes you but he's just afraid to talk to you because he's still got to find himself. Try just talking to him and getting to be friends and let him find himself, date a few other people first and then when the time is right and he's ready, he'll ask you out.
You're the special one, the one that'll stick with him and the one that's meant to be. Don't rush it...

He might need glasses. He should see an optometrist. I had a visual problems for years and never knew it until I failed the vision test at the DMV. Astigmatism is possible, or possible near-sightedness or far-sightedness.

my sister had a similar dilemma.....she used to put on her bikini top and weed the garden out front then when he passed by she always said hello.....he used to stop all the time just to chit chat....one day she invited him in for a soda and after that they started dating....we had a beautiful garden that summer.
