Either the needle valve is dirty and not seating properly, or the pressure is too high.

Sound like you need to put a fuel pressure regulator in line to keep the pressure down.
Carbs can only use about 6psi if your fuel pump is higher the needle valve may not be strong enough to stop the flow.

its either the needle valve got dirt stuck in it,, or you have really high fuel pressure,if you have floats that have adjustment from out side the carb you may have to set the float level with the car running,,i had to this on my camaro,,because of the pressure that wan on it my dodge coronet had 2 four barrels on it,,and this id the only way you could set them,,with the car running,,its hard to do like this,but it will be the most accurate way of doing it,,this way your setting the right amount of gas,,at running condition,,i hope this help,s,,i own a repair shop,,and see a lot of cars that have to be set like this,,especially the ones running dual carbs.

Sounds like your float is stuck and not shutting off the fuel flow to the carb.

Stuck float. Disassemble, clean, and reassemble. Carb kits are cheap so I'd go ahead and buy one and give it a good once over. Good luck.
