Northernmost point: North Pole
Northernmost town: Longyearbyen, Svalbard
Northernmost city: Hammerfest, Norway

Well, of course, the Arctic Ocean is around the North Pole.

The uppermost point of Canada (only I think some 500 miles or so from the Pole) has a tine research station called Alert which my understanding is that it is permanently manned.
