Here is the scenario: You are walking down the street. You see a person (man or woman, you choose) with a kid. There is no reason to believe anything is wrong, but you have a feeling- call it instinct, intuition, God talking to you, subconscious mind picking up subtle cues- whatever, anyway it is nothing tangible- that the kid does not belong with this adult. The kid is showing no signs, the adult is showing no signs, but you have a feeling. What do you do?

I'm putting this in 'add details' instead of 'explain what you liked about this answer because I didn't have enough characters.
Definenlty striking up a conversation is the best choice. Why others aren't so good:

Call the police: while the cops are laughing at your 'gut instinct', the kidnapper and child get into a car and are gone- you next see the kid on the news. Or at least the kid's old school picture- the current photos can't be shown on TV.
Spy- what, and have the guy panic and dispose of the kid sooner and/or more seriously than was the original intent?

i'd probably strike up a conversation with them. i would trust my gut but not enough to call the police before checking it out more. God does talk to me all the time.

I'm with stormieserenity! We were all given gut instinct for a reason. I think I would try to talk to them as well.

I might "spy" on them for awhile- follow them and watch for any signs that something was wrong. I totally believe in "gut instinct". We have that instinct for a reason.

Well, there must be something that triggered that feeling. Maybe a look in the child's eyes or something. I would probably call social services and have them check it out.
