My instructor has several 400 word essays for us, but she does not say in her requirements that citing sources is needed. Should I for a short essay like that?

If you are really using good information from an outside source then sure, go ahead and cite the source. It also wouldn't hurt to ask the instructor (depending on your grade/education level). If you are a college student then you should cite your sources in every paper whether instructed to or not just as a professional courtesy of sorts.
