There are numerous sources. A "jerk water town" is a town that existed at the time of the steam railways as a place for the engines to be supplied with water. The water was stored in a tank next to the tracks and was equipped with a valve operated by a rope. The train mechanic jerked the rope to fill the train's water tank.
