Not always, some people have really short foreskins that make them look almost circumcised as it either barely covers the head or only covers a little bit. Even if you're circumcised it doesn't guarantee that the penis head will be exposed at all times, it depends.

your foreskin conceals your penis head while your penis is in the limp state. When you have an erection the the foreskin recedes and the head is exposed
