I think your penis head are not exposed yet because you are not yet circumcised and have not fully developed. Maybe your skin needs to be recircumcised.

ok i rated you a thumbs down cuz this crap has been asked answered asked backwards etc.....
There is no LIGAMENT! its called a frenulum! similar to the tongue. that holds 70% of your sensitivity. usually removed at birth be happy its there. do light retracting and over time you will be fully able to retract your foreskin. anyway in sexual education it will be decribed other wise you need to d oa google search on penis anatomy! the end!

I had a boyfriend with the same problem. He was 21. The Dr told him that when he was circumcised, a strand of the tissue either wasn't cut enough, or it grew back. Anyway, he had to be re-circumcised. He was fine afterward. You should have that checked. It sounds like the same thing.

Dude. Thats normal. Youre talking about in the back (underside), right? The foreskin doesnt roll down like in the front. Its connected in the back. Its 134.7% fine.
