Couple of things. First, get the plumbing fixed. Do that before anything else. A cleaned out pool will just go back to a skanky mess, if that pump and filter aren't running, so fixing the plumbing is job #1.
The reason you aren't getting anywhere currently is that there's no filtration. You could pour 500 dollars worth of chlorine in there and it wouldn't help you much.
This is a bit of a judgement call on your part, as I can't see how bad it really is. If it's a solid mass of algae and so thick you can't see the bottom and there's less than a 2 feet of water AND the liner is 5 years old or less and not brittle, then go ahead and drain it. Don't be wearing shoes in there, when you scrub it and rinse it, or you'll have a hole.
Word of warning here. Vinyl liners, over 5 years of age, become very brittle and they also shrink quite a bit, in minutes, when you remove all the water. If that liner is up around that age, draining your pool may very well spell the end of the liner and you'll need to replace it. That shrinkage, when the pool is being refilled won't go back the way it was and too much stress on it will cause the weld at the wall base to fail. It'll sound like a rifle shot and you will have one very large mess to contend with.
This is why it's a judgement call. An experienced pool pro would be able to tell you what your options are, by looking at the pool. You may be able to salvage the water without running the risk on the liner. I've turned water so black your hand dissapears under 3 inches of water, into crystal clear in under week in a 70,000 gallon residential. It can be done, you just need to have the experience to weigh the costs versus the outcome. If it's in the cards, try getting a pool tech out for a free quote.

The bad news is that you will have to drain the pool and clean out the algae. You will also have to clean out the filter to get the algae out of there.

drain the pool and start over. My pool got algae in it and with alot of algaecide it has cleared up. If you've have tried this with no luck, I suggest just starting over.

drain it..
clean it well w/bleach and water (it will kill any bacteria and alage)
wash it well with soap and water...
..re-fill it a day later after its clean
