this was the second time. I hadn't seen her in over a month. She remembered my name, where I worked, my building I worked in and most everything we talked about the first time she cut my hair. She also told me she was newly single the first time she cut my hair. Is she interested or just LOOKING FOR A GOOD TIP?

maybe both! Trust me that kind of recognition, sounds like she was dying for your hair to grow. Just don't get caught up it the rebound! Take it slow, but find out if you have common interests! Go for it! I think she is interested, and trying to get a decent check on payday!!
