I think it's pretty plainly both... some infants may be born quicker or with greater cognitive abilities than others, but being raised in a stimulating and challenging environment is essential for the long term development of the brain and the acquisition of reasoning and problem solving skills.

Environment, this may sound discriminatory but kids in higher classes get better educational resources and more chances to excel. Although people in lower class situations can be ultimate geniuses as well.

Well first off I don't believe in intelligence because I find it too ambiguous, but in a societal context I believe it is both.

certainly envirornment helps.. but its all in the genes... genes give you intellagence... envirorment and education exposes you to information that can give you knowledge...
