If you mean wanted stars just hop onto the warship docked in San Fiero, if you mean rating as in your statistics page, there might be a code for it, but I think you just have to put in the hard work, do some burglary missions, start some gang wars, etc. etc.

go to the hospital and shoot at a cop car... just keep running away and eventually you will have a 5 (or 6 cant remember) star rating... there is also a cheat code for getting high criminal ranks....

Kill a person (no matter who).
Then start shooting at his/her corpse with a machine gun or
a rifle like AK47, until he dissapears.Then do it on another guy!
It 'll boost your criminal rating fast!
