It is problem a version conflict. They may need to download the newer Flash player from Adobe/Shockwave. http://www.adobe.com/shockwave/download/download.cgi

What is the URL?

It could be the way you have embeded the code. Different browsers and platform's may be the issue. Usually, if it is a Version problem, the web page will tell the user to download a new flash player version.

Are you using an older version of Flash or are you using like a really really new version?

That might be why.
