before you can do anything else, you must apply for admissions at a US college. then you can come as a student.

You need to research funding and requirements. The first thing you should do is check out the US embassy web site, under cultural affairs or public information, for info on scholarships for your region. You would find at least information for the fulbright, or for LASPAU, since you are latin american. These scholarships do not require you to have been admitted to a university before applying. I´m telling you this since other scholarships do require for you to be admitted.
If you don´t qualify for any US government sponsored programs, then you can apply for a scholarship directly to the university where you plan to study. You need to research the places you want to go and find out all the requirements. In general terms, you would be required to send out an application, results of your TOEFL and whatever other tests are applicable (GRE, if you're going to graduate school, etc...), original transcripts with certified English translation, among other things.
If you are accepted and given a scholarship, you will receive an I-20 form from the university. This is the form that states you have sufficient financial support for the first year. With that, you have to pay something called the SEVIS fee, and with the receipt from SEVIS, you can go to the US embassy and apply for an F-1 visa.
You are not guaranteed financial assistance even if the university admits you. They might not give you a scholarship, and in that case you need to research other funding options. Since you are a Latin American, you are eligible for a student loan under the Leo S. Rowe fund of the Organizacion de Estados Americanos. You are also eligible for grants of the OEA, so my suggestion is to do some reading on those opportunities on their website.
As for finding a job, an education in the US does not guarantee you a job. You have to compete with all the other graduates, so basically it´s about you working your *** off since you´ll always have more to prove. You cannot work in the US on a student visa unless you´re authorized by the university.
