And what nerve or neural locus controls that muscle?

The eyelid is opened by the levator palpebrae superioris muscle. When it contracts, the eyelid is pulled up into the open position, and when it relaxes the eyelid closes.

The muscle is innervated partially by the sympathetic nervous system (about 30%) and partially by the 3rd cranial nerve (the oculomotor nerve, the remaining 70%). Damage to either of these nerves will cause the eyelid to droop (known as ptosis).

The orbicularis oculi muscle mentioned above scrunches up the muscles around the eye but does not specifically control the eyelid.

I believe it is called the levator oculi (muscle) and the nerve is the 7th cranial nerve. Hope it helps!
