Does anyone know a sims download that enables the buy/build mode on away lots?

Its a download that will let you buy and build stuff when your away from your house. Like when youre in the Old Town, Studio Town, or Magic Town. I need it so I can just delete my sims to refill their needs when theyre away. If you give me an answer, I thank you in advance.
