There are a few things that you can do that are relatively cheap.
Bump up the timing. I do not know what base timing is for a 01 Mustang, but advancing it a few degrees is free HP.
Rear end gears. For the money, it is the best "bang for the buck" mod that you can do.
Install underdrive pulleys. It reduces parasitic drag, which equates to HP.
The jury is still out on this one, but use synthetic oil. It is said to give you 2-3 HP.
A cat-back exhaust.

Is this a V6 or V8?
Usually the best cheap horsepower upgrades would be a cold air intake, free-flowing exhaust, headers, and maybe a few other minor changes like synthetic oil or underdrive pulleys. And stay on top of the maintenance - a vacuum leak or old spark plug wires can cost you power.
For handling upgrades, I'd recommend that the first thing you do is get some good quality shocks. Konis aren't cheap, but they're the best of the affordable shocks. And make sure you have some good performance tires on it. Then you can install some lowering springs and/or anti-roll bars. The springs may be cheaper if you buy them as a matched set with the shocks.

Take the snail out of the air box. It is behind the air filter, in the fender. 3 hourse power for free.
