No, the water does not shut off automatically.
At home there is a faucet behind the toilet. You just shut off the faucet and that will stop any further overflow.
I would love to know what he really flushed to cause so much damage.

It will shut off automatically if it has not been tampered with.
at the most about 2 gallons of water could overflow the bowl.
If something went wrong in the tank and the flapper vavle got stuck
in the open posistion it would run forever until someone stopped it.
If it is the kind that does not have a tank., (just a handle on a valve)
it is not all that rare for them to stick in the flushing mode.
if the bowl is clogged at the same time you'll flood everything until someone stops it.
It's possible that the hotel maintence people found something
they consider evidence that your son vandalized it and that caused extra flooding.
I guess first off I'd call them and ask them why didn;t the commode shut off before it did that much damage and see what they say. You may have to at least get a lawyer involved on this one, or just pony up the $$$

There are many different kinds of toilets installed in hotels. Some of them will keep running and overflowing when they have a stoppage. The only way it's your fault is if your son put something down the toilet that shouldn't go in a toilet. How can the hotel prove that you put something improper in the toilet? maybe a previous guest or someone from housekeeping flushed something they shouldn't have and your son was just the one to use it next. maybe the piping under the floor has been installed improperly and after years of buildup is now completely clogged. maybe someone from the floor above you flushed something that flowed down and got stuck in the drainline. there are so many things that could have happened. the only one who knows for sure is the guy who fixed the problem. why did hotel maintenance wait so long to respond to an overflowing toilet. They know the type of damage that could be caused. They should have responded in minutes.

the hotel staff is at fault. the responce time is not acceptable in this case. they could have walked you through the proseses of shutting the water off or checking the tank flapper over the phone. its not your fault that there toilet malfunctions. did the staff plunge the toilet or run a snake down the toilet. were you there when he did the work. did he pull the toilet to see what was the problem. if not the cant say what the problem was. they have insurance for these types of problems. fight this all the way.

Raven is correct. The water will stop when the water level in the tank reaches the float. unless the flapper was stuck open or the fl oat was not aligned properly the tank would have filled and the water would have stopped. "By federal decree, new toilets must flush with no more than 1.6 gallons of water." See Source

The toilet should stop once the tank is empty. The fill device should stop the water after approx. 1.6 gallons. Even if it is a Sloan flushing system, the water should stop.
It sounds like there was also a problem with the toilet.

hotel toilets are NOT the same as home toilets, they do not have a bowl to hold water instead they use a prssure valve etc,, hard to explain,, it sounds as though after the stoppage occurred the handle was forced in attempts to stop the flow,, it may have damaged the inner workings of the valve causing it to continue running!!!
