Nope, coz "quo" is like a prefix which doesn't have it's actual meaning unless added to some subjective word. e.g. Quo-warrent. Scrabble is played to find anyword that makes sense on it's own.

quo is unacceptable in Scrabble because it is
A: Latin
B: an acronym
