You're right, there should be a law. Passage of such a national law would cut congressional porkbarell spending by 90%. Without funding to thier lobbyist supporters, congressmen would lose votes and get kicked out of office.
Hence, no common sence law.

If the word "common" applies to the standard amount of sense one would have, then wouldn't the level of "common sense" you are refering to actually be less "common" than the actual amount of sense that most people have?
