The smallest piece of matter is the proton, neutron, or possibly electron.
The electron, in some camps of physics, is actually treated as not a particle, so let's go with that and just say proton or neutron.
Only the proton is stable, neutrons will decay into protons through beta decay.
So let's actually just say proton.
There are particles that make up protons and neutrons, but none found so far that give the particle MASS, (read up on higgs boson, or god particle for more information).
That's why I wouldn't call those particles 'matter' per se.

Atoms are the smallest part of matter, then smaller sub-atomic particles called protons, electrons and neutrons, then even smaller ones called quarks, which are called Up, Down, Strangeness, Charm, Bottom, (sometimes Beauty), and Top (sometimes Truth). Atoms in general, but quarks in actual size.

The smallest piece of matter that has the characteristics of that material is an atom. An atom is made of protons, neutrons and electrons. There is evidence that those are made of smaller particles also.

A neutron is slightly heavier than a proton.
