What kind of broker? If it's a real estate broker, you'd contact your state's real estate board. If he's a securities broker it would go the the state securities commission (if there is one) or the Securities and Exchange Commission at the Federal level. Most securities brokers and dealers are regulated by the SEC.

Depend of which state and what broker, insurance, mortgage, realestate ?

Check the state departmen of banking web page and you can find information about what to do if you cant solve that call the state Attorney General office they happy to help you

If you mean a stockbroker, check the NASD web site at NASD.com. It is a large and complicated site, but has a lot of information for investors who may have a complaint. All stockbrokers are members of the NASD and are governed by their rules, which require arbitration of customer claims (not court).
