Yep, they sure should.
I still say that if the guy kicks the ball before the defender runs past the attacker and falls over the ball and happens to head the ball back to the goalkeeper who picks it up, juggles with it for a few seconds then boots it up the field only for the other goalkeeper to miss it because he was picking daisies - we should still be allowed to have extra onions on rye.
And who wouldn't?
