The speed of light is constant no matter what the inertial reference frame. So, you as the observer in the car would see the light pull away from you at the usual speed of light.
Lets pretend that you were going just short of the speed of light. The math doesn't make sense if we allow the car to go at almost the speed of light. Also, it would take infinite energy to accelerate the car to that speed. Lets say that you are going .99 of the speed of light.
Someone outside the car and in the reference frame that sees you going by at the speed of light, would see you go by at .99 C and would see the light beams come on and travel at C. The difference would be that the light would be a very different color (frequency) to the outside observer.

What an interesting question! I believe the headlight beams would be exactly the same no matter what speed the car is traveling. Sounds like a relativity matter to me.

Hi. The light moves away from the car at the speed of light. If you measured it you would find it traveling at just under 300,000 kilometers per second, same as when it was at rest. The car can only get close to the speed of light because it has mass. Things get kind of "squished" in the direction of travel, including any instruments you use to measure with.
