Most of the particulars (emcees, etc) seemed to be whites. Most of the women have large boobs and nice cleavage. Is this on purpose or is it by accident?

Okay here is an answer that also does not mean to offend.
Mexicans, like americans come in all shapes and sizes.
A lighter shade of "brown" is highly desireable on the television because the target audience responds better to it.
A simple truth.
The darker mexicans usually get that way from sweating in the summer son. Not uncommon to be born light skinned and become extremly dark later in life.
We Hispanics tend to "Brown" easier because of higher levels of the actual compound that darkens in our sytems.
You should see the "lighter" side of Mexico some time.
There are blue eyed, blond headed mexicans too...
Even red headed, green eyed Mexicans!
Diversity is a great thing.

Well, I would say that in the latin culture, the women feel the need to be more "open" with their sexuality. This is reflected in thier clothing, or lack of clothing choices.
Next, hispanics can be "white". People from Spain are white. In Latin America, you find a mixture of Spanish, S.A. Indians, and a mixture of both.
It may be true that the MCs are often the whiter ones because society is a bit prejudiced.

No Spanish/Hispanic and White are totally different like an apple to an orange I'm Hispanic,the ones you saw probably just have lighter skin and dyed their hair blonde most hispanic women do that

Spanish speaking TV channels in North America it's an embarrassment for us Latin Americans (I cannot speak for Spaniards though). There's not only this issue that caught your attention, which speaks volumes of an inferiority complex, but also the poor cultural level. TV in Latin America is of a totally different caliber. I hope you're not learning the Spanish that is spoken in Univision and the others channels.
However, our women are that sexy and even sexier.

i'ts t.v. a lot of mexicans are mixed with spanish (spain) also. spanish people are light skinned and they're the ones that tenovelas want.
a lot of hispanic women dye their hair blonde( i don't know why, it looks ridiculous) and it's probably because t.v. wants them to look a certain way.
