Reggie Bush.. he is a young Marshall Faulk, he can run and most importantly catch in the backfield, plus new QB Drew Brees and he may be getting a lot of work. Bush is fast and is a good side to side runner and can turn up field and burn it. He can sit outside and catch balls in the flat also.
Other than that, the next impact Rookie is TE Vernon Davies. He is like Shcokey, Gates, Gonzales.
Then Vince Young, who is the defacto QB of Tennesse. So since he is starting he gets the 3rd highest rookie rating in fantasy in my book. His throwing ability may be suspect but they said the same about McNair. It's extremely hard to just come in and start having stats as a rookie QB.

Since the game isn't out yet I don't know how anyone will know for sure. But my guess would be either Reggie Bush or AJ Hawk.

Haven't played it yet, but it'd have to be Bush and/or Leinart, I'd think.
